CDM Regulations
From the list of roles that the CDM Co-ordinator is responsible for, you can see that they specifically need to give advice to the instructing client. This is reflecting the fact that many clients will not have specific construction or health and safety knowledge.
Conversely though the client must ensure that there is sufficient time to compete the project safely and that there are proper resources available to comply with health and safety obligations.
It is therefore important that the CDM Co-ordinator is appointed early in the project process. The law states this should be at the point when detailed design is being commenced, so that they can ensure the designers are complying with their obligations. As the CDM Co-ordinator will be completing and submitting the F10 notice to the HSE, they need to be instructed and place in good time to ensure this process is completed so it does not hold up the commencement of work on your project.
